วันนี้ (15 ต.ค. 68) ที่กองบัญชาการกองทัพบก พลตรี วินธัย สุวารี โฆษกกองทัพบก เปิดเผยถึงความคืบหน้าของสถานการณ์ในพื้นที่ชายแดนไทย–กัมพูชา ในประเด็นสำคัญต่าง ๆ ดังนี้

1. ประเด็นปัญหาชาวกัมพูชารุกล้ำดินแดน ในพื้นที่จังหวัดสระแก้ว ยังไม่พบความพยายามที่จะช่วยแก้ปัญหาใดๆ จากฝ่ายกัมพูชา แม้ว่าจะได้มีการเห็นชอบร่วมกันไว้แล้วในเบื้องต้น ผ่านเวทีการประชุมในระดับทวิภาคี ในหลายครั้งที่ผ่านมา แต่กลับพบแต่เพียงความพยายามอย่างไม่ลดละ ที่จะใช้มวลชนจัดตั้งซึ่งมีทั้งเด็ก สตรี ผู้สูงอายุ และพระภิกษุสงฆ์ ซึ่งไม่ใช่ผู้ที่ได้รับผลกระทบจริง มารวมตัวกัน ในลักษณะการจัดฉากขึ้นมา เพื่อจะนำภาพที่ได้ไปใช้ในการสื่อสารเพื่อให้มีผลในทางต่างประเทศ

ล่าสุดพบมีการพาสื่อมวลชนลงไปสัมภาษณ์ชาวบ้านกัมพูชาที่มารวมตัวกันในเต็นท์ อ้างว่าเป็นเหยื่อหรือผู้ได้รับผลกระทบ พร้อมนำคณะผู้สังเกตการณ์ IOT ฝั่งกัมพูชามาลงพื้นที่รอบดึกโดยไม่ได้มีการประสานฝ่ายไทยล่วงหน้า เพื่อลงพื้นที่มาเก็บภาพบรรยากาศที่ฝ่ายกัมพูชาได้มีการจัดฉากไว้ล่วงหน้า เป็นการสะท้อนถึงกัมพูชา พยายามบิดเบือนความเป็นจริงที่เกิดขึ้นในพื้นที่ นับเป็นความไม่จริงใจต่อการแก้ปัญหาร่วมกัน

2. ประเด็นเรื่องการใช้เครื่องขยายเสียงในพื้นที่ชายแดนจังหวัดสระแก้ว อย่างที่ได้เรียนไปก่อนหน้านี้ว่า พื้นที่ดังกล่าวเป็นพื้นที่อธิปไตยของไทย ซึ่งฝ่ายกัมพูชาบุกรุกเข้ามาสร้างความขัดแย้งและยั่วยุฝ่ายไทยอย่างต่อเนื่อง ทำให้ประชาชนไทยได้รับผลกระทบและเกิดความไม่พอใจจำนวนมาก

หากเป็นกรณีฝ่ายรัฐมีการใช้เครื่องขยายเสียงปฏิบัติการแทนการใช้กำลังเจ้าหน้าที่ของฝ่ายรัฐนั้น ยังคงมีใช้กันในหลายประเทศ ซึ่งถือเป็นเครื่องมือเริ่มต้น ที่จะส่งผลให้เกิดอันตรายน้อยที่สุดก่อน โดยเฉพาะกับผู้ที่กระทำผิดกฎหมาย

ส่วนในกรณีของฝ่ายพลเรือนอย่าง คุณ กัน จอมพลัง ที่เปิดซาวด์เสียงต่าง ๆ และสารคดีประวัติศาสตร์ น่าจะเป็นการแสดงออกถึงความไม่พอใจของประชาชนไทย ที่มีต่อการรุกล้ำอธิปไตยของชาวกัมพูชาในบริเวณนั้น

ซึ่งต่างจากท่าทีความไม่พอใจของผู้ชุมนุมฝ่ายกัมพูชา ที่มีลักษณะรุนแรงก้าวร้าวถือไม้ขนาดใหญ่เป็นสิ่งเทียมอาวุธ มีการทำร้ายเจ้าหน้าที่ตำรวจของไทยจนได้รับบาดเจ็บ

แม้ว่าคุณกัน จอมพลัง อาจจะต้องการให้มีผลกระทบต่อผู้กระทำผิดกฎหมาย ที่รุกล้ำดินแดนไทยอยู่ โดยมองว่า ตามรูปการณ์แล้วยังไม่ใช่ในลักษณะของการบังคับให้ฟังเพื่อการทรมาน เพราะผู้ที่ได้ยินเสียงอันไม่พึงประสงค์เหล่านั้น ยังสามารถปฏิเสธการได้ยินได้ฟังเหล่านั้นได้ ด้วยการพาเอาตัวเองออกไปจากจุดพื้นที่ ที่มีปรากฏเสียงเหล่านั้นได้ทุกเวลา

อีกทั้งคุณกัน จอมพลังไม่ได้เป็นเจ้าหน้าที่ของรัฐ จึงไม่น่าจะเข้าข่ายการทรมานอย่างร้ายแรง ตามกฎหมายทรมานอย่างที่มีการพูดถึงกัน

ขอให้ประชาชนชาวไทยมีความหนักแน่น ไม่ตกเป็นเครื่องมือของการปลุกปั่นชี้นำข่าวสารที่เกินจริงจากฝ่ายกัมพูชา ที่มีเป้าหมายในการสร้างภาพว่าเป็น “ผู้ถูกกระทำ” เพื่อผลทางการเมืองและการสื่อสารระหว่างประเทศ พร้อมกันนี้ ขอให้คำนึงถึงพี่น้องคนไทยที่ได้รับผลกระทบจากการกระทำของฝ่ายกัมพูชา ซึ่งเป็นการละเมิดหลักมนุษยธรรมในหลายกรณี

3. ประเด็นเรื่องการเลื่อนการประชุมคณะกรรมการชายแดนส่วนภูมิภาค (Regional Border Committee : RBC) ระหว่างกองทัพภาคที่ 1 และกองทัพภาคที่ 2 ของไทยกับกองกำลังภูมิภาคของกัมพูชาออกไปนั้น สาเหตุเกิดจากที่ผ่านมาฝ่ายกัมพูชาไม่มีท่าทีและความจริงจังกับการแก้ไขปัญหาในพื้นที่ชายแดนตามที่ตกลงกันไว้ในการประชุม GBC โดยเฉพาะการแก้ไขปัญหาการรุกล้ำดินแดนไทยในจังหวัดสระแก้ว การเก็บกู้ทุ่นระเบิด และการเคลื่อนย้ายอาวุธหนักออกจากพื้นที่ขัดแย้ง รวมถึงยังพบการบิดเบือนข่าวสารและการยั่วยุต่อฝ่ายไทยในหลายกรณี สะท้อนให้เห็นว่าฝ่ายกัมพูชาไม่จริงใจในการขับเคลื่อนการแก้ไขปัญหาดังกล่าวอย่างแท้จริง

ทั้งนี้ กองทัพบกยืนยันในการร่วมขับเคลื่อนทุกมาตรการภายใต้กรอบความร่วมมือ GBC และขอเรียกร้องให้ฝ่ายกัมพูชาแสดงความจริงใจในการดำเนินการร่วมกันอย่างเป็นรูปธรรม เพื่อให้เกิดประโยชน์สูงสุดต่อทั้งสองประเทศ อันจะนำไปสู่การแก้ไขปัญหาอย่างยั่งยืนในอนาคต

Royal Thai Army Accuses Cambodia of Staging Border Incidents, Mobilizing Mobs. Stresses All Operations Follow International Law Within Thai Territory. RBC Meeting Postponed Amid Stalled Progress

Today (October 15, 2025), the Royal Thai Army HQs, Major General Vinthai Suvaree, Army Spokesperson, disclosed progress on the situation in the Thai-Cambodian border region regarding several key issues.

1. Regarding the issue of Cambodian nationals encroaching on Thai territory in Sa Kaeo Province, no attempts have been observed from the Cambodian side to help resolve the problem, despite preliminary agreements reached through bilateral meeting forums on multiple occasions in the past. Instead, there have been unrelenting efforts to mobilize organized groups consisting of children, women, the elderly, and Buddhist monks—who are not the actual affected parties—to gather in what appears to be a staged demonstration. The aim is to use the resulting images for communications designed to influence international opinion.

Most recently, media personnel were brought in to interview Cambodian villagers gathered in tents, claiming to be victims or affected parties. Concurrently, the Cambodian contingent of the IOT was brought to the area late at night without prior coordination with the Thai side, in order to document scenes that had been pre-staged by the Cambodian side. This reflects Cambodia's attempt to distort the reality of the situation on the ground and demonstrates a lack of sincerity in jointly resolving the problem.

2. Regarding the use of loudspeakers in the border areas of Sa Kaeo Province, as previously stated, the territory in question is under Thai sovereignty. Cambodia has repeatedly intruded into this area, creating conflict and continuously provoking the Thai side, resulting in significant impacts on Thai citizens and widespread public discontent.

In cases where state authorities employ sound amplification systems as an operational measure instead of deploying physical force, this practice remains common in many countries. It is considered an initial tool that causes the least amount of harm, particularly when dealing with lawbreakers.

As for the case of civilian, Mr. Gun Jom Phalang, who played various sounds and historical documentaries, this appeared to be an expression of Thai citizens' discontent toward Cambodian territorial encroachment in that area.

This stands in stark contrast to the Cambodian protesters' display of dissatisfaction, characterized by violent and aggressive behavior, carrying large sticks as makeshift weapons, and assaulting Thai police officers, resulting in injuries.

Although Mr. Gun Jom Phalang may have intended to impact those who violated the law by encroaching on Thai territory, based on the circumstances, this does not constitute forced listening for the purpose of torture. This is because those who hear these undesirable sounds can still refuse to listen by removing themselves from the area where these sounds are present at any time.

Moreover, Mr. Gun Jom Phalang is not a state official, and therefore should not fall under the category of serious torture as defined by the torture law that has been discussed.

The Royal Thai Army urges Thai citizens to remain resolute and not become instruments of exaggerated propaganda from the Cambodian side, which aims to portray themselves as "victims" for political purposes and international media manipulation. We urge recognition of the Thai citizens who have been adversely affected by Cambodian actions, which in many cases represent serious violations of humanitarian principles.

3. Regarding the postponement of the RBC meeting between Thailand's 1st and 2nd Army Area and Cambodia's Regional Forces, the reason stems from Cambodia's lack of attitude and seriousness in resolving border area problems as agreed upon in the GBC meeting. This particularly concerns addressing the encroachment on Thai territory in Sa Kaeo Province, the removal of landmines, and the relocation of heavy weapons from disputed areas. Additionally, there have been instances of information distortion and provocation against the Thai side in several cases. This reflects that Cambodia is not genuinely sincere in driving forward the resolution of these issues.

Nevertheless, the Royal Thai Army reaffirms its commitment to jointly advancing all measures under the GBC cooperation framework and calls upon the Cambodian side to demonstrate sincerity in concrete joint implementation, in order to achieve maximum benefit for both countries, which will lead to sustainable problem resolution in the future.
